Biography

H.E. Prof. Dr. HOR Peng is the Rector of the National University of Management (NUM) and a Cambodian professor and legal scholar with extensive experience in higher education leadership, legal education, research, and institutional development.

He holds both a Master of Laws and a Doctor of Laws from Nagoya University, Japan, with specialization in Comparative and Constitutional Law. His academic work and research interests include Cambodian constitutional law, comparative law, business law, public policy, legal transformation, and civil liberties.

As Rector of NUM, Prof. Hor Peng has led the university’s development in education, research, innovation, and internationalization. He has supported the expansion of interdisciplinary and internationally oriented academic programs, including NUM iLAW, and continues to promote stronger connections between academic education, research, professional practice, and international cooperation. NUM also identifies him as a research supervisor in the field of Business Law.
