Biography

H.E. Prof. KONG Phallack is a Cambodian professor, lawyer, arbitrator, mediator, and senior government official with extensive experience in legal education, law and policy development, dispute resolution, and legal practice.
He currently serves as Secretary of State at the Ministry of Posts and Telecommunications, where his work is closely connected to Cambodia’s legal and policy development in telecommunications and the digital sector. His contributions to law and policy reform have covered telecommunications, cybersecurity, personal data protection, public-private partnerships, legal and judicial reform, social protection, environmental matters, and other emerging regulatory areas.

Prof. Phallack has taught law since 2001 and was promoted to Professor in 2016. His academic and professional expertise includes alternative dispute resolution, business law, labor law, intellectual property law, civil law, and public-private partnerships. He has also worked as an attorney, arbitrator, mediator, and legal adviser with government institutions, development partners, businesses, civil society organizations, and international organizations.
He is also an active legal scholar and author. His publications and editorial work cover Cambodian constitutional law, employment and labor law, environmental law, digital law, consumer protection, and the broader Cambodian legal system.
