Biography

NGOV Houtchhay is a Cambodian judge and legal professional with academic and professional experience in judicial practice, international human rights law, private law, legal advocacy, and dispute resolution.
He has served as a Judge at the Kampot Provincial Court of First Instance since his official appointment by Royal Decree in May 2019. His professional background combines judicial training with extensive academic study in Cambodia and Japan.

Mr. Houtchhay graduated from the School of Magistracy at the Royal Academy for Judicial Professions and holds a Master of Laws in International Human Rights Law. He also pursued graduate studies in Private Law at the Royal University of Law and Economics and received a JASSO Scholarship to study at Nagoya University Graduate School of Law in Japan.

His academic and professional activities have included legal advocacy training, client counselling, judicial ethics and accountability programs, human rights education, legal case analysis, and a legal internship at Ishihara Law Firm in Japan.
