Biography

PEOU Sopheak is a Cambodian educator, social entrepreneur, lecturer, and consultant with more than a decade of experience in higher education, business, public policy, and international cooperation.

He has taught business, language, and public-policy courses at universities in Cambodia and Finland and has provided professional training in strategy, business development, and communication to corporations and non-governmental organizations. His work combines higher education, entrepreneurship, policy, and international academic cooperation.

Mr. Sopheak has an international academic background in higher-education policy and innovation. He participated in the Erasmus Mundus MARIHE – Research and Innovation in Higher Education master’s program, including study at Hochschule Osnabrück in Germany. He has subsequently returned to Europe as a visiting lecturer, sharing expertise on public-policy formulation, higher-education policy, research, and innovation.

He has also been active in promoting Erasmus+ opportunities in Cambodia. At the 2024 Erasmus+ Information Session organized with the EU Delegation to Cambodia, he shared guidance on Erasmus Mundus Joint Master Degree scholarships.
