NUM iLAW Students Participate in Legal Drafting Training at the Council of Jurists, Office of the Council of Ministers

On 1 October 2026, faculty members and students from the NUM International Program of Legal Studies (NUM iLAW), participated in a study visit and specialized training at the Council of Jurists of the Office of the Council of Ministers.

The training, entitled “Guidelines on the Procedures and Rules for Drafting Laws and Other Legal Instruments,” provided participants with an opportunity to deepen their understanding of the legal and technical processes involved in the preparation and drafting of laws and other normative legal instruments in Cambodia.

The program was presided over by H.E. Dr. Sea Mao, Secretary of State of the Office of the Council of Ministers, Vice-Chairman and Secretary-General of the Council of Jurists.

The training sessions were delivered by H.E. Ouk Sinat, Undersecretary of State of the Office of the Council of Ministers, Member and Deputy Secretary-General of the Council of Jurists, and H.E. Chuong Sophal, Assistant and Director of Department of the Council of Jurists. Their presentations provided participants with practical insights into legal drafting procedures, relevant principles and techniques, and the institutional process through which draft laws and other legal instruments are reviewed and developed. 

Approximately 60 NUM iLAW faculty members, and students participated in the program. The NUM delegation was led by Mr. Din Siden, Director of the NUM International Program of Legal Studies.

Through the presentations and discussions, students were able to gain a clearer understanding of how legal instruments are prepared in practice and how the knowledge learned in the classroom connects with the work of national legal institutions. The program also offered students an opportunity to engage directly with experienced legal practitioners and officials involved in the examination, preparation, and development of legal instruments.

This study visit and training form part of NUM iLAW’s continuing commitment to providing students with practical learning opportunities beyond the classroom. Institutional visits of this kind enable students to strengthen their understanding of law-making, legal drafting, public institutions, and the practical application of legal knowledge.

Ouk Sinat, H.E. Chuong Sophal, and all officials and organizing teams concerned for their warm welcome, valuable presentations, and generous support in providing this meaningful learning opportunity to our students.

The visit offered an important academic and professional experience for NUM iLAW students and further strengthened the connection between legal education and legal practice.
